Street cleaners in parts of China are reportedly being forced to wear GPS-tracking smartwatches so employers can monitor how hard they work, sparking public outrage and concern over increasing mass surveillance across the country.

根据报道,中国部分地区的街道清洁工被要求强制佩戴带有GPS追踪功能的智能手表,清洁工所属的公司可以通过手表监控他们是否在认真工作,这种监控行为引发了公众的愤慨,人们对全国范围内日益增加的监控现象表示担忧。

According to a recent Xinhua News Agency report, more than 500 street cleaners employed by the Nanjing West Bank Environmental Service are required to wear smartwatches while working.

根据新华社一份最新的报道,南京河西环境局雇用的500多名清洁工在工作时被要求必须佩戴智能手表。

If the smartwatch detects a worker standing still for over 20 minutes, it sounds an alarm.

如果智能手表检测到环卫人员静止超过20分钟,就会发出警报。



Senior researcher for Human Rights Watch China Maya Wang said the use of surveillance technology by the Government was sending private companies a message that it was "okay to [monitor] people".

人权观察机构中国部高级研究员王松莲(Maya Wang)表示,政府对监控技术的使用向私立公司传达了“监视”合法的信息。



The Jiangsu Television news report, which was posted on Weibo earlier this month, quickly went viral on the Chinese social media platform and attracted swathes of criticism from netizens.

江苏电视台的此次报道在本月早些时候被发布在了微博上,并被迅速传播,遭众网友们批评。

"Too little thought is given to the lowest class in society and to their life and freedom," one Weibo user commented.

Tang Haiping, an employee working in the control room of the company, told reporters the smartwatches allowed the company to broadly monitor the cleaners.

在该公司控制室工作的员工汤海平告诉记者,智能手表能让公司对清洁工进行全方位的监管。



Meanwhile, Zhang Donglin, the deputy manager of the same company, explained to Beijing Youth Daily that the smartwatches reduced the costs associated with managing street cleaners who were expected to work across large areas.

与此同时,这家公司的副经理张东林(音译)向《北京青年日报》解释说,智能手表降低了管理跨越大片地区工作的街道清洁工的成本。



"It [has made it] increasingly difficult for the supervisors on patrol and raised the cost of management," Mr Zhang said, arguing against criticisms the technology was a violation of the cleaners' privacy.

"This kind of story is alarming because it foreshadows a future where people can have no freedom at all," Ms Wang said.
